Employee's Withholding Allowance Certificate

Minnesota does not have its own W-4 form. Instead, you would use the federal W-4 form and follow the instructions below on how to claim Minnesota withholding allowances. You can obtain a copy of the federal W-4 form by visiting the IRS's website.

How to fill out the federal W-4 for Minnesota withholding
After employees determine the number of federal withholding allowances to claim, they must decide the number of Minnesota withholding allowances. Employees may claim up to, but not more than, the number of federal allowances they claim. If employees choose the same number of federal and Minnesota withholding allowances, have them fill out one W-4 form only.

If employees claim fewer Minnesota withholding allowances than federal allowances, have them fill out a second W-4 form to list the Minnesota allowances claimed.


Write "Minnesota Only" across the top of the form. Write "Federal Only" across the top of the form that shows the number of federal allowances.

When to send W-4 copies to the Department of Revenue
You must send us a copy of any W-4 on which:

  • An employee claims more than 10 withholding allowances,
  • An employee claims to be exempt from Minnesota withholding and you reasonably expect the wages to exceed $200 per week, unless he or she has completed Form MWR, or
  • You believe an employee is not entitled to the number of exemptions he or she claimed.
