eCRV – Electronic Certificate of Real Estate Value

PLEASE NOTE: Only Dakota County is accepting eCRV submissions at this time.

All others must submit paper CRVs.. Use of eCRV will be phased in on a county by county basis over the next two years. Please check this webpage for future updates.

The Property Tax Division is in the process of implementing an electronic (eCRV) alternative to the three-part paper CRV form.

Project Plan
The eCRV capability will be deployed in two phases:

eCRV Early Adopters – Test and Deploy – 2009-2010

  • Selected 5 to 7 counties – one at a time
  • Selected industry CRV submitters
eCRV Statewide Adoption – 2011

  • Counties adopt at their own pace
  • Anyone can submit a CRV on-line for sales located in participating counties
  • All others may continue to submit the paper CRV form
How will eCRV work?
  • Submitters fill in an on-line CRV form or submit a valid XML CRV file directly to the MN-DOR
  • Submitters receive a CRV# on submission
  • Submitters reference the CRV# when presenting the deed to the county
  • Counties use the CRV# to view the CRV data on-line and verify and add additional CRV information
  • Counties may download CRV XML files for processing
  • eCRV data is defined as an XML file described and validated by an XML schema

County Participation and eCRV Funding
The eCRV application is a voluntary program being implemented on a county by county basis. Counties are asked to provide a modest contribution towards the initial development of the eCRV project in order to participate. For more information please see the eCRV County Adoption webpage.
