Revenue Recapture Program The Revenue Recapture Program is the result of the Revenue Recapture Act (M.S. §270A.0 1 to §270A.12) of 1980, which authorizes the Minnesota Department of Revenue to intercept refunds to apply to debts owed to other state agencies, Minnesota state colleges and certain local government units.
The Revenue Recapture Program is in addition to, not a substitute for, any other means of collection by claimant agencies.
